考虑环境变量的我国大陆省域旅游业效率测度及优化——基于区域经济与交通区位视角

摘要：

旅游业的本质决定了外部环境变量对效率测度的影响。本文基于1997—2015年我国大陆省域旅游产业投入产出数据,利用三阶段DEA（Data Envelopment Analysis,数据包络分析）模型测算了环境变量对旅游业效率的影响,提出有关省域旅游发展的对策建议。研究主要结论有：考虑外部环境变量因素后,大部分省域旅游业效率出现变动,当前阶段外部环境变量对旅游发展的各项效率仍有较大影响;外部环境变量对旅游业效率的影响存在一定的空间分异规律,即外部环境变量的引入使得三大地区综合效率与规模效率总体下降,其中,西部地区旅游业发展受到的冲击最大;外部环境变量的引入使得三大地区纯技术效率总体上增加,其中,东部地区受到的影响最大。根据三阶段DEA模型计算结果将省域旅游业效率划分为4种类型,进而提出优化对策：未来东部地区应通过优化外部环境提升纯技术效率,促进旅游发展的集约化增长;中、西部地区应通过优化外部环境降低规模效率,改善旅游业发展的粗放型经营状况。

Abstract:

The nature of tourism industry determines the influence of external environment variables on efficiency measurement. By taking the data of input and output of tourism industry from 1997 to 2015, this essay uses the method of three-stage DEA model, which can calculate the influence of environment variables on tourism efficiency, and then put forward some strategies and suggestions for provincial tourism development. The results show that the tourism efficiency of most provinces has changed after considering the external environment variables, and the external environment variables still have great influence on tourism efficiency at the present stage. The influence of external environment variables on tourism efficiency has presented some pattern of spatial differentiation. The total efficiency and scale efficiency has generally declined with the adoption of external environmental factors in three major areas. In particular the tourism development in western China is mostly affected. However, the pure technology efficiency has generally increased with the adoption of external environmental factors, especially in eastern China. According to the results of three-stage DEA calculation, the provincial tourism efficiency is divided into 4 types, and then some optimization countermeasures are suggested. In the future, for one thing, the external environment should be optimized to improve the pure technology in eastern China, in order to promote the intensive development of tourism. For the other, the external environment in central and western China should be optimized to reduce the scale efficiency, and reduce the extensive operation of tourism development.
